A Workshop
Meeting was held by the Township Council of the Township of Roxbury on March
27, 2007 at 1715 Route 46, Ledgewood, New Jersey at 7:30 PM.

Adequate
notice of this meeting of the Township Council of the Township of Roxbury was
given as required by the Open Public Meetings act as follows: Notice was faxed to the Daily Record, the
Newark Star Ledger and the Roxbury Register on January 5, 2007; notice was
posted on the bulletin board in the main hallway of the Municipal Building on
January 5, 2007.

Mayor
Ciaramella presented a Certificate to Alyssa Weickert recognizing all of her hard work in putting together the
fundraiser for the Salazar family.

Community
Response Team (CERT)
Robert Hackett
presented Council with an overview of the CERT Team and presented certificates
to the members who recently completed the course.
C. Historic Grant Applications
King House
Miriam Morris
and George Wien of the Roxbury Township Historical Committee discussed with
Council the application to the Morris County Historic Preservation Trust Fund
(Resolution 07-116) for reconstruction and rehabilitation of the perimeter wall
at the King Store. The total grant
request is for $18,000, with the Township match being $2,500.

Incline Plane
Margaret Hickey, Consultant for
the Project, discussed with Council a grant application for funds from the
Morris County Historic Preservation Trust Fund for the preservation of the
Morris Canal Incline Plane 2 East. This
will include stabilization of the turbine pit and tailrace tunnel. The total grant request is $160,000, with a
Township match of $40,000.

New Business:
Mrs.
DeFillippo stated that she attended the Art of Containment event at the King
House, which was very good.
Mrs.
DeFillippo stated that she attended Congressman Frelinghuysen’s tour yesterday
at the Jockey Hollow Girl Scout Camp. They are doing a good job of putting up
new cabins and a new pool.
Mr.
Zoschak stated that the Lake Hopatcong Commission met on March 19th. The Governor has promised to give bridge
funding, plus 2008 funding, if the Commission comes up with user fees to
augment the funding. Mr. Zelner of the
DEP will advise the Commission on the procedure for collecting fees.
Mr. Zoschak advised that the Knee Deep Club will be stocking Lake
Hopatcong with 3,000+ trout on April 1st.
Mr. Smith stated that the Town wide Arts Plan will be on the next
Agenda.
Mr. Smith requested an update on the Reger Road sidewalk
situation. Mr. Raths advised that the
Township will get a price from Ed Secco to verify the right of way boundaries
in the area to determine that the Township has a sufficient right of way to put
in a sidewalk. This will come back to Council within a month.
Mr. Smith stated that the Economic Development Committee met with
an expert on redevelopment. The idea is to get goals and objectives and then
determine the best strategy for handling the Route 46 corridor. The Committee
will present Council with a recommendation on what should take place.
Mr.
Smith stated that the Economic Development Committee and the Chamber of
Commerce are holding a “Taste of Roxbury” on April 26th, 6:30 PM to
9:30 PM, at the Marriott Courtyard.
Mr.
Schmidt requested an update on the status of Jake King Lane. Mr. Raths will speak with Mr. Schmidt
regarding this tomorrow.
Mayor Ciaramella advised that Mr. Mantone, a resident of Landing,
has a concern with the cars passing the stopped school bus on Mt. Arlington
Boulevard. Mr. Raths will contact Mr.
Mantone.

ORDINANCES FOR DISCUSSION
An Ordinance amending the revised general ordinances of the Township of
Roxbury and providing for Stormwater Management Regulations
Mr. Kobylarz,
Township Engineer, stated that this Ordinance is essentially based on the model
Stormwater Ordinance as formulated by the NJ Department of Environmental
Protection. Mr. Whin, of Hatch Mott
McDonald, took the Ordinance and combined applicable sections of the Township’s
existing Ordinance and formulated the Ordinance before Council tonight. This Ordinance will regulate all major
commercial and industrial developments in the Township, which is defined as any
project or development which disturbs one or more acres of land and increases
the impervious cover by one-quarter acre or more. Mr. Kobylarz stated that his recommendation would be to add a
“minor” development definition, which would disturb no more than ¼ acre or increase
impervious surface by 5,000 square feet.
The majority of Council agreed with Mr. Kobylarz’ recommendation. Mr. Kobylarz will add a definition for minor
development, with the applicable parameters and the Ordinance will be
introduced on April 24th.
