A Budget Meeting of the Township Council of the Township of Roxbury was held on February 13, 2007 at 1715 Route 46, Ledgewood, New Jersey at 7:30 p.m.

 

OPEN PUBLIC MEETING STATEMENT

Adequate notice of this meeting of the Township Council of the Township of Roxbury was given as required by the Open Public Meetings act as follows:  Notice was faxed to the Daily Record, the Newark Star Ledger and the Roxbury Register on January 5, 2007; notice was posted on the bulletin board in the main hallway of the Municipal Building on January 5, 2007.

 

ROLL CALL (Present):            Councilwoman Kathy DeFillippo, Councilmen Fred Hall, Jim Rilee, Martin Schmidt, Tim Smith and Mayor John Ciaramella

 

ALSO PRESENT: Christopher Raths, Township Manager; Lisa Palmieri, Chief Financial Officer and BettyLou DeCroce, Township Clerk

 

ABSENT:  Councilman Richard Zoschak was on vacation

 

REPORTS OF COUNCIL LIAISON REPRESENTATIVES, COUNCIL COMMITTEES AND NEW BUSINESS/OLD BUSINESS

Recreation Department

 

Various Line Items were discussed in the Recreation Department Budget for 2007.

 

The Capital Budget was discussed first.

 

Buildings & Ground

·        Rt. #46 Ledgewood – Town Hall – Carpet Replacement and tile installed in lobby.  Mr. Raths stated that Mr. Stierli received several quotes and the amount it would cost would be $33,000.00.  It was agreed that this was a necessary capital expenditure.

·        Discussion took place with regard to the replacement of the location of the unit on the roof.  Mr. Raths will obtain quotes to provide the cost to Council.

·        Berkshire Valley Walkway around park $65,000.000

·        Recreation Master Plan – Potential Capital Improvements

·        Turf Field – Council discussed in detail the installation of a turf field.  The Council would like three council members and Mr. Raths to  meet with the Board of Education to discuss a joint venture for a shared service.

·        On line recreation registration was discussed.  Council agreed that it would be beneficial for the township to proceed with this.

·        Discussion took place pertaining to the summer concerts.

 

Mr. Smith made a motion to put $1,000.00 into Leisure Activity - Line Item 202 –Concert in the Parks.  Mr. Schmidt seconded the motion.

Motion Carried   5 to 0 with 1 abstention

#2  Correspondence from Joseph N. DiVincenzo, Jr., Essex County Executive, Office of the County Executive dated January 22, 2007 TR: Resolving Conflicts with Canadian Geese:   Christopher Raths, Township Manager will provide a copy to Frank Grisi for review.

 

#4  Correspondence from NJLM, dated February 5, 2007 RE:  Truck Rule Proposal Comment Deadline.  Mr. Raths stated that Engineering is looking into.

 

#8  Correspondence from NJLM. Dated February 7, 2007, to Mayor Martin Schmidt, RE: S-2249 (Paid Family Disability Leave) Council opposes paid family leave.

At 9:30 PM Mr. Rilee made a motion to adjourn the Budget Meeting.  Ms. DeFillippo seconded the motion.
