A Workshop Meeting was held by the Township Council of the
Township of Roxbury on October 23, 2007 at 1715 Route 46, Ledgewood, New Jersey
at 7:30 p.m.
Adequate notice of this meeting of the Township Council of
the Township of Roxbury was given as required by the Open Public Meetings act
as follows: Notice was faxed to the
Daily Record, the Newark Star Ledger and the Roxbury Register on January 5,
2007; notice was posted on the bulletin board in the main hallway of the
Municipal Building on January 5, 2007.

Kathy DeFillippo, Councilmen Richard Zoschak, Martin Schmidt, and Mayor John
ALSO PRESENT: Christopher Raths, Township Manager;
BettyLou DeCroce Township Clerk and Mary Jane Parr, Administrative Aide

*Deputy Mayor Tim Smith arrived at 8:05 pm
*Late arrivals were due to a
major traffic accident involving a car fire on Route 80.

REPORTS OF COUNCIL LIAISON REPRESENTATIVES, COUNCIL
COMMITTEES AND NEW BUSINESS/OLD BUSINESS
196 Emmans Road, Flanders
Mrs. DiTaranto stated that she was attending the meeting to
inform the Council of a water drainage problem on Emmans Road. Ms. DiTaranta stated that there is a major
ponding and drainage issue on her property.
Mrs. DiTranto further stated that she has lived at that address for over
20 years. She indicated that she has
never had any problems until the Township made the improvements to Emmans
Road. Mrs. DiTaranto passed out
pictures to the Council showing them the excessive drainage problems she has on
her property and the road. Mrs.
DiTaranto is concerned about the stability of the stonewall on her property
since water is ponding underneath it.
She is also concerned about the water on the road since it freezes in
Mr. Blood, Assistant DPW Director addressed the Council
regarding the history of the road and the project. The Road Department installed a catch basin and lowered the pitch
of the road when the road was regarded.
The Road Department did go out to the site after Mrs. DiTaranto informed
them of the problem. The Township
removed the blocks out of the back of the basin. Mr. Blood stated the Township has also recently cleaned the catch
Mr. Blood stated that his department would continue to
modify the flow of the water to go away from the DiTaranto’s driveway.
Council members reviewed the pictures submitted by Mrs. DiTaranto and
requested that Mr. Blood continue to monitor the situation.
Mr. Blood stated that they are going to pull out more blocks this
week. Mr. Raths suggested that Mr.
Blood meet with Mrs. DiTaranto and Mr. Hall after the meeting to come up with a
plan to address her concerns.

A. TOWNSHIP OF ROXBURY PLANNED
GREEN ACRES INCENTIVE GRANT PROJECT # 1436-00-011
Mr. Raths stated that there is one change in the wording of
the letter where it provides “We executed a contract to purchase”. The letter should actually state, “The
Morris Canal Society executed a contract to purchase.”
Councilman Schmidt stated that the Environmental Commission
met last week at the Lines farm and they are putting together a comprehensive
report, which will include a community garden and a tree farm. Also the Environmental Commission would like
to convert the existing farm into an education center.
Councilman Schmidt stated that the Roxbury High School Band
came in first place at a band competition at Hillsboro High School this past
weekend and congratulated them.
Councilwoman DeFillippo questioned Mrs. DeCroce on the
status of the Executive Minutes. Mr.
Bucco answered that he hopes to have them ready sometime next week.
Councilwoman DeFillippo advised the Council and the Public
that there are currently 70 acres in negotiations for Open Space, with another
55 acres being considered for Open Space in 2008.
Councilwoman DeFillippo stated that there were several
positive letters in their package this week about our township employees and
she felt that they should be commended. The employees are Janet Wald, Director
of Social Services; Robert Hackett, Office of Emergency Management and Sgt.
Gerry Hardiman of our Police Department.
Also Ms. DeFillippo commented on the letter in our package
regarding our storm water management plan and municipal storm water
ordinance. The County advised that it
was not only in compliance, but one of the best submitted and the County will
be using it as an example to show other municipalities how to properly prepare
Councilwoman DeFillippo stated that the Main Street
Streetscaping Committee meeting is being moved up one week earlier in November
due to the fact that it was scheduled at the same time as the League Conference. The meeting now will be held on November 7,
2007 at 7:30 pm.
Councilwoman DeFillippo stated that the Water/Sewer meeting
will meet this coming Friday instead of last Friday.
Councilwoman DeFillippo stated the Economic Development
Committee meeting scheduled for this month is being canceled because the
Chairman has a business conflict and the meeting will be held in November.
Councilwoman DeFillippo stated that she provided the
paperwork for the Alive at 25 Program from Randolph to a few Council Members
and that the Roxbury Police also has a copy in their possession.
Councilman Zoschak stated that they had the groundbreaking
today for the sidewalks in Landing.
Councilman Zoschak stated that the Lake Commission met on
October 15, 2007 and in the Council’s package next week will be a chart of
different funding for the Lake Hopatcong Commission. Also in attendance was Robert Brown of the New Jersey Boating
Regulation Commission and the N.J. State Police. The meeting involved the new regulations proposed for Lake
Councilman Zoschak reminded everyone that tomorrow night is
the on the road Freeholder meeting that will be held in the Council Chambers at
Councilman Hall stated that we received another Trails Grant
and requested that Chris schedule a meeting with the Trails Committee to see
how the Township is going to spend the money.
Councilman Hall stated that the Daily Record took a poll to
see which park in Morris County is the best and Horseshoe Lake was named the
best park in all of Morris County.
Council congratulated Mr. Stierli, Recreation Director.
Deputy Mayor Smith referenced the letter to Lisa Stern on
page two of the agenda and spoke of the Monjer property, which is located off
of Route 80 going toward Mt. Arlington.
