A Workshop Meeting of the Township Council of the Township of Roxbury was held on June 24, 2008 at 1715 Route 46, Ledgewood, New Jersey at 7:30 PM

 

OPEN PUBLIC MEETING STATEMENT

Adequate notice of this meeting of the Township Council of the Township of Roxbury was given as required by the Open Public Meetings Act as follows:  Notice was faxed to the Daily Record, the Newark Star Ledger and the Roxbury Register on January 8, 2008; notice was posted on the bulletin board in the main hallway of the Municipal Building on January 8, 2008.

 

ROLL CALL (Present):  Deputy Mayor Kathy DeFillippo, Councilmen Fred Hall, Jim Rilee, Martin Schmidt, Richard Zoschak and Mayor Timothy Smith

 

Also Present:  Christopher Raths, Township Manager; Anthony Bucco, Township Attorney and Janet Rieth, Deputy Township Clerk

 

Absent:  Councilman Gary Behrens

 

REPORTS OF COUNCIL LIAISON REPRESENTATIVES, COUNCIL COMMITTEES AND NEW BUSINESS/OLD BUSINESS

Mr. Hall asked for an update on the paving of Unneberg Avenue.  Mr. Raths stated that Unneberg is scheduled for paving this year.  Mr. Blood stated that they are putting a list together for milling and paving projects to be done around the Township.  The portion of Unneberg that is going to be included on the list is the intersection of Condit and Unneberg.  This will occur within the next 30 to 45 days.

 

Mayor Smith stated that Chester Township has milling and paving equipment and asked Mr. Blood to contact them and compare the cost of sharing the equipment versus a private contractor.

 

Mr. Hall stated that, at the Board of Education meeting on June 23, 2008, the issue of shared services came up.  Mr. Hall asked for an update on the Shared Services Report for field maintenance.  Mr. Raths stated that Dave Stierli gave the Board of Education the information that they requested several weeks ago and is currently waiting for a response.

 

Mr. Hall stated that he would like the Computer Committee to meet and start going over the items discussed in the beginning of year, specifically OPRA requests and emails.  A date will be set up for next week.  Mr. Raths stated that Mr. Kuncken has set up email accounts for each Council member.

 

Mr. Hall asked Mr. Raths to forward an email he received regarding traffic concerns on Hunters Ridge to the rest of the Council members.

 

Mr. Hall congratulated Mr. Bucco’s son who was on the Syracuse championship lacrosse team.

 

Mayor Smith amended the Agenda to present certificates to Boy Scouts from Troop 54 commending them for the cleanup of Main Street, Succasunna.

 

Mrs. DeFillippo stated that the Police Department has advised that the “Alive at 25” program will be set up for the fall.

 

Mrs. DeFillippo stated that the Township received a “Cheer” from the Daily Record for opening the trails.

 

Mrs. DeFillippo asked about the mowing along the median on Routes 10 and 46.  Mr. Raths advised that Route 10 has been completed.

 

Mrs. DeFillippo stated that she received a complaint about the condition of a property on Mooney Road.  Mr. Raths advised that this is an abandoned home and a notice of violation has gone out to the owner.

 

Mrs. DeFillippo stated that Hertz Rental is interested in locating in Roxbury.  Mr. Raths will have Mr. Sterns contact them.

 

Mrs. DeFillippo stated that the Economic Development Committee would meet Thursday night. 

 

Mrs. DeFillippo stated that there was a complaint from resident regarding yard sales.  Mr. Raths advised that a resident requested more relief from the two yard sale limit per year.  Mr. Raths will look into the matter.

 

Mrs. DeFillippo asked if the Township would be sprayed for mosquitoes. Mr. Raths stated that it would be done.

 

Mrs. DeFillippo advised that the police have received reports regarding the Route 206 corridor from the surrounding municipalities.  Mr. Raths will set up a meeting.

 

Mrs. DeFillippo stated that there will be COAH informational sessions at the Wayne Library and she will try to attend.  Mr. Hall stated that A500/S1783 has passed the Senate and has been sent to the Governor for consideration.  This will eliminate our ability to transfer RCA’s outside of Roxbury Township.  There was also a 2.5% levy put on the builders, which will be collected and maintained by the State.

 

Mrs. DeFillippo stated that Mr. Church’s memorial service will be held on July 1, 2008 at 7:00PM at St. Therese Church.

 

Mr. Schmidt stated that he received complaints regarding gypsy moths.  Mr. Raths advised that in October we received notification from the State regarding participation in the program.  We did participate and were advised by the State that we did not qualify for any funding this year.  Mr. Raths will contact the State to determine if there are any funds left for this year.

 

Mr. Zoschak asked about Kings Highway.  Mr. Raths advised that we do have a design and a residents meeting will be held before any work begins.

 

Mr. Zoschak advised that, as an Eagle Scout project, Boy Scout Troop 188 is working on the landscaping of the “Welcome to Roxbury” sign at the jug handle in Landing.

 

Mr. Zoschak stated that he had received a complaint from a resident on Colver Road.  Mr. Bucco stated that there is nothing the Township can do, as this is a civil matter between the tenant and landlord.

 

Mr. Rilee stated that he received a note from the County requesting that the Township appoint someone to the Wastewater Management Plan Committee.  Mr. Raths stated that Melanie Michetti and Mike Kobylarz are on the Committee.

 

Mr. Rilee discussed the poor condition of the storm drains on Eyland Avenue by Unneberg Avenue.  Mr. Blood indicated that they were not fully reconstructed when Eyland Avenue was resurfaced and, therefore, they have to be reconstructed now.

 

Mr. Zoschak asked about the fire hydrant on Logan and Mt. Arlington Blvd.  Mr. Blood advised that it is repaired.

 

Mayor Smith gave an update on behalf of the Open Space Committee.  The Township has closed on the purchase of the Villages property and we are waiting for a decision from the Swim and Sport Club.

PUBLIC PORTION

Mr. Wine, 4 Holly Drive, Succasunna, asked for an update regarding the Township’s new COAH number.  Mr. Hall stated we have reduced it down by approximately 200+ units.  Mr. Rilee stated that it is not completely defined yet. 

 

Mr. Wine asked if a procurement policy is unique to Roxbury.  Mr. Bucco advised that some larger municipalities use a procurement policy.

 

Mr. Bucco stated that Habitat for Humanity is requesting a contribution from the COAH fund.  He discussed an option regarding the disposition of Township property for COAH Housing that may be more beneficial to the Township.

 

Mr. Raths stated that the Tax Collector would like Council to consider issuing an annual bill for sewer utilities  Mr. Raths will check with other municipalities to determine how this works.
