BUDGET SPECIAL MEETING

December 9, 2008

 

A Special Meeting of the Township Council of the Township of Roxbury was held on December 9, 2008 at 1715 Route 46, Ledgewood, New Jersey at 8:00 PM.

 

OPEN PUBLIC MEETING STATEMENT

Notice is hereby given that the Special Meeting of the Township Council of the Township of Roxbury scheduled to be held on December 9, 2008 at 7:00 PM at 1715 Route 46, Ledgewood, New Jersey will begin at 8:00 PM.  This meeting is being held for the purpose of discussing the 2009 Budget.

 

Adequate notice of this meeting of the Township Council of the Township of Roxbury was given as required by the Open Public Meetings Act as follows:  Notice was faxed to the Daily Record, the Newark Star Ledger and the Roxbury Register on December 4, 1008; notice was posted on the bulletin board in the main hallway of the Municipal Building on December 4, 2008.

 

ROLL CALL:  Councilmen Gary Behrens; Fred Hall; Jim Rilee; Martin Schmidt; Richard Zoschak; Councilwoman Kathy DeFillippo and Mayor Smith.

 

Also Present:  Christopher Raths, Township Manager; BettyLou DeCroce, Township Clerk; and Lisa Spring, Chief Financial Officer.

 

REPORTS OF COUNCIL LIAISON REPRESENTATIVES, COUNCIL COMMITTEES AND NEW BUSINESS/OLD BUSINESS

A.  State Draft Reports-February 3, 2003

Mr. Raths, Township Manager included in the agenda package a draft report conducted by the State Internal Audit Committee that conducted a local government budget review.  The study evaluated the productivity of our departments and compared  the cost of operations.  This report was previously provided to Council and was reviewed and discussed.

 

B.  Trend Analysis Projections

Mr. Raths, Township Manager discussed the FTMS – Financial Trend Monitoring System that identifies the factors that affect financial condition and arranges them to facilitate analysis and measurements.  It further identifies areas of financial concern, assists management and Council in financial planning and forecasting, maintains favorable bond ratings and educates tax payers on the forces impacting the decisions of Township Officials.

 

Trends used in Roxbury:

  • Financial Indicators, revenue, expenditures, operating position, debt structure, capital plant indicator.
  • Environmental Factors: Community needs and resources, intergovernmental constraints
  • Information Necessary to Complete Financial Trend Monitoring: Assessed Valuation; Consumer Price Index; Debt Service; Equalize Valuation; Fund Balance; Grant Revenue; Net Debt; Operating Expenditures; Operating Revenue; Outstanding Property Tax; Population.
  • Revenue: Analyzing revenue structure will help to identify the following types of problems:

                  Operating Revenue Per Capita

                  Tax Revenue as a Percentage of Total Operating Revenue

                  State Aid Revenue as a Percentage of Total Operating Revenue

                  Local Revenue as a Percentage of Total Operating Revenue

                  Grant Revenue and Interlocal Agreements as a Percentage of Total                                            Operating Revenue

                  Property Tax Revenue

C.  Mayor and Council 2009 Goals and Objectives

Council discussed the goals and objectives for 2009.  Several Council members had submitted questions to Mr. Raths, Township Manager prior to the meeting.  Mr. Raths will address their concerns and incorporate the ideas and goals of the Council in the proposed 2009 budget process.
