Township of Roxbury was held on January 4, 2010 at 1715 Route 46, Ledgewood at
7:00 p.m.

Adequate notice of this meeting of the Township Council of
the Township of Roxbury was given as required by the Open Public Meetings Act
as follows: Notice was faxed to the
Daily Record, the Newark Star Ledger and the Roxbury Register on December 18,
2009; notice was posted on the bulletin board in the main hallway of the
Municipal Building on December 18, 2009.
BettyLou DeCroce, Township Clerk, read the Statement of Determination of the
Board of Canvassers relative to the Election held in the Township of Roxbury
on the 3rd of November 2009.

Mrs. DeCroce thanked the Fire and Police
Departments for helping her son and daughter-in-law the other night when their
carbon monoxide alarms went off. She
further thanked the First Aid Squad for all of the help given to her parents in
2009 prior to her Father's death.
Councilwoman DeFillippo stated the following:
"I am proud to live in Roxbury Township
and proud to have served as Mayor. After
I was on the Council for three years, I thought I knew a lot of people in town,
but in this fourth year, I realized there are so many more people here in
town. To start, I want to thank the
Council for their support this past year.
I look around the room and it is more than Council members and staff,
our Clerk, Township Attorney, Township Manager - it's our volunteers that I
really need to say thank you to. I can
remember getting a call late at night that a bus had rolled off of Route
80. Our volunteers were already out
there and fortunately it was not as devastating as it could have been. Again, a few weeks later, we had another
terrible accident and our volunteers were out there once again. You are one fraction of the many volunteers
that we have had in town that have stepped forward this past year. We knew going into this year that it would be
tough economically. The volunteers have
stepped up and helped our Township. Volunteers helped coordinate the Field of
Dreams, the turf field effort and the Imagination Station project as well. I really have been proud to be your
Mayor. Weddings were my favorite part,
but it was so much more. I enjoyed
reading to small children in their classroom and we just had so many great
accomplishments this year. Our Council
on Affordable Housing (COAH) team worked hard on our housing element fair share
plan. It was submitted on time and we were
able to secure our third round COAH certification. I first got involved in local government
because of the Highlands legislation. I didn't agree with it, but we came to an
agreement and we reluctantly signed the
papers. We tried hard to keep the
municipal budget down. We are keenly
aware that people are going through a very tough time. We are seeing new faces showing up for help
at our Social Services Department, but I also see new faces offering to help
there, too. We had a disagreement with Morris County
over the reactivation of the rail road tracks behind Horseshoe Lake. We reached an agreement to protect the back
of Horseshoe Lake and, I feel we accomplished
something there that we can all be proud of.
The County has initiated a Morris County Freight Advisory Board and Roxbury Township will be sitting on that
Board. We had a number of open space
acquisitions. The Lines Farm property in
Succasunna was successfully transformed into a successful community garden. We also closed on a portion of the Swim and
Sport Club property on Emmans Road
in Flanders and the Dufford property, which is a lot bordering Horseshoe Lake, which will give us more soccer
fields. Volunteers stepped up and we
were able to hold a Memorial Day Parade. This was our fourth year of Neighborhood
Meetings and we will continue them again this coming year. The first one will be held on March 16th
at the Investors Bank Theater. A special
thank you to my husband and my family. I
don't know how I would have gone out on most nights without their
support."

Mayor Rilee stated the following:
"First, I would like to
thank the voters of Roxbury for re-electing Tim Smith, Kathy DeFillippo and
myself to represent you on the Roxbury Township Council for the next four
years. I would also like to thank the
opportunity to thank Mayor DeFillippo for representing the Council and the
residents of Roxbury as Mayor during 2009.
Kathy performed above and beyond her duties during her term as Mayor and
represented us well throughout the County and State?Thank you, Kathy.
As I start my 13th
year, I can honestly say that this current Council is amongst the finest to
have served the Township during my involvement.
Thank you to each and every one of you for your trust and support to
elect me Mayor for 2010. I look forward
to working with each and every one of you during the year. Thank you to my wife, Stacey, for her support
for such a long time.
The last several years have seen
many great achievements?Preservation of over 1,000 acres of open space; the
elimination through attrition of 14 positions in the Township by doing more
with less, as our Manager likes to say; meeting our COAH obligation without
having to zone any privately owned property to accomplish this, saving
countless dollars from builder remedy lawsuits; the astonishing improvements to
our recreation facilities throughout the Township and the Horseshoe Lake
facility, by far the best in Morris County; numerous shared services with
surrounding municipalities and our School Board; the opening of the Roxbury
Performing Arts Center; updating our land use plan element; the improvements to
our online capabilities and the ability to pay online for many services; the
opening of the Community Gardens. The
list is endless and most of these projects were championed by different Council
members in a never ending attempt to improve our Community.
The upcoming year offers
additional opportunities and projects coming online for Roxbury Township?the
building of our new D.P.W. facility after decades of waiting; the new
Imagination Station being built by volunteers and funded through fundraising;
the new shared service with the School Board for the new turf field at the high
school, supplying the much needed additional field time for our kids with no
additional taxation to our residents; the continued search for additional
shared services in a continued effort to improve our leadership and acceptance
of working with our surrounding municipalities to save money for our taxpayers;
bringing to fruition the improvements to the Hillside Avenue and Route 10
intersection; revitalizing the Route 46 corridor and working on the Main Street
improvements, and many more.
With uncertainty on State
funding, rest assured, the Council will work diligently to minimize the
exposure to our residents. I look
forward to working with our Governor-elect, Chris Christie in addressing impacts
on our community, such as State funding, unfunded mandates and the Highlands
Act and hopefully, securing permanent funding for the Lake Hopatcong
Commission, so we can save this great and beautiful State resource.
Of course, we have a new
Assemblyman representing us in Trenton,
Tony Bucco, we all look forward to working with you as well. Congratulations, Tony, on your election.
I look forward to working with
Chris, BettyLou and their staff for a productive year.
But, as you can imagine, this is
bitter sweet for me. Jody was looking
forward to me becoming Mayor again and we wish she could be here with us
today..we miss you Jody. Stacey and I
want to thank all of Roxbury
Township for standing
behind us in our time of need and we could never begin to thank all that have
helped, supported and grieved with us over the last 8 months. We could not be here without your
support. A true statement of the
character of the citizens of Roxbury Township and Morris County. While we continue the pursuit of justice for
Jody and work to make sure our granddaughter, Annabelle, is taken care of, rest
assured I will do my best in representing Roxbury and our Council for 2010.
